The State Institution Project Implementation Unit of "Access to Green Financing" is based at the Ministry of Finance of the Republic of Tajikistan.

The project activity is carried out by a group of qualified consultants.

The project was created with the aim of streamlining the line and system of microfinance in Tajikistan for the creation of energy-saving and eco-friendly homes, and for the purchase of equipment and devices for heating, by the population.

Tajikistan is 98% dependent on hydropower. More than 73% of the population lives in rural areas, where improvement of living conditions is urgently needed, especially given the fact that many of the homes were built in the 1960s and 1970s.

The study conducted by ADB showed that about half of families experiencing electricity problems are interested in purchasing solar panels. And almost 90% noted that they would take advantage of this opportunity, if they had access to loans.

The project, through local microfinance organizations, provides soft loans to households and small entrepreneurs to purchase affordable systems of so-called “green” equipment.

Thus, the project improves the public's understanding of the importance of energy-efficient products that can not only save the family’s budget, but also effectively use electricity in the winter season when there is an acute shortage of electricity.

Within the framework of this project, the services of engineers are available, who conduct assessments of customer needs, discuss options and consult on credit policy.

There is always ongoing research on target performance indicators, data sources and reporting mechanisms, and risks.

At the moment, the project has provided increase and most open access to finance the acquisition of "smart proposals for green energy."
